River, now named Heidi, was found abandoned, tied to a log and left to die in the Erie Canal on July 30, 2018. Dee Schaefer, Humane Educator for the SPCA, told Cindy from The Eagle that the owner of River didn't want her anymore:

"Allegedly, the owner of the dog who lives in Rome didn't want her (River) anymore and then paid someone from Boonville to get rid of her in a remote location."

23-year-old Trevor Drake of Rome and 23-year-old Kyle Webb of Boonville were both arrested and charged with misdemeanor abandonment of an animal.

Thankfully, River (Heidi), survived the horrific ordeal and is living a happy life with her new forever home. Her family says she loves to play frisbee and go for long walks. It looks like she is spoiled and loved, as she should be. We love passing on good news like this. A big thank-you to Heidi's parents!
