Did the New York Lottery Just Insult the City of Elmira?

A New York Lottery Wheel of Fortune scratch-off ticket has a rather unfortunate message for residents of the city of Elmira.

The ticket, which was sold in Elmira, unbelievably contains the phrase "You Elmira Trash." The person who purchased the ticket turned it over to the Chemung Country Sheriff. The police in turn passing it along to the New York Lottery.

According to the NY Lottery's website, the Wheel of Fortune is a $5 scratch-off where prizes are won by matching winning letters contained within the given words of the tickets. The tickets appear to like to use locations in New York for the "Place" category on the ticket. The phrase on the sample ticket on the lottery's website is COMIC ALBANY PINEAPPLE.

So the YOU ELMIRA TRASH phrase appears to be an unfortunate accident of random words coming together.
