Employees of the DeWitt Animal Hospital found an abandoned dog tied to the railing freezing cold, shivering, and terrified.

We don't know when the dog was dumped, but we do know temps were in the 20's last night. The dog, now named Jack Frost, is inside, warm, fed, and safe at the Dewitt Animal Hospital.

If you know this dog, please call the Town of DeWitt Police Department at (315) 449-3640 or the CNY SPCA Cruelty Division at (315) 454-4479. All reports will be taken anonymously.

Dewitt Animal Hospital

After 30 years, the Dewitt Animal Hospital is no longer the shelter for the City of Syracuse Dog Control. They do not take in lost, found, or surrendered animals. If you need to surrender an animal, you should contact your local SPCA, Humane Society, or dog control office.

This is NOT the way to surrender an animal. All shelters need information about the dog or cat to give them the best chance at finding another home. It's also against the law. Dogs left out in extreme temperatures, especially without food, fresh water and shelter are at risk of hypothermia, frostbite, and even death. CNY legislation states:

  • No dog should be left outside tethered and exposed to the weather for prolonged periods when the temperature falls below the freezing point of water. With temperatures below the freezing point, a dog may experience harm and damage to its skin causing pain
  • No person who owns or has custody or control of a dog shall knowingly leave such dog tethered outdoors for no longer than a period of two continuous hours during extreme weather conditions... Actual harm or injury need not be shown to prove a violation, and tickets will be issued.

Chief Investigator William Pulaski for the CNY SPCA Cruelty Division in Syracuse has previously told us.

If you see dogs left out in the cold, you can report this to the CNY SPCA Animal Cruelty Investigations Division at 315-454-3469 Emergency's and nights and weekends call 911. Animal neglect is a crime under the New York State Agriculture & Markets Law.

If this dog looks familiar to you, please call the Town of DeWitt Police Department at (315) 449-3640 or the CNY SPCA Cruelty Division at (315) 454-4479. All reports will be taken anonymously.
