The National Weather Service out of Binghamton has issued a Wind Chill Advisory for CNY starting December 26th 9PM and running through Noon on Thursday December 28th:

Temperatures will fall to between 0 to 10 below zero during the overnight hours. Westerly winds will be between 5 to 15 mph much of the time. This combination of very
cold temperatures and winds will create dangerous wind chills."

Areas affected include: Southern Cayuga, Onondaga, Tompkins, Madison, Southern Oneida, Cortland, Chenango, Otsego, Delaware and Sullivan Counties.

Remember, a Wind Chill Advisory means that cold air and the wind will combine to create low wind chills. Frost bite and hypothermia can occur if precautions are not taken.

The cold wind chills will cause frostbite in as little as 30 minutes to exposed skin.  Expect wind chills to range from 15 to 25 below zero."

Be sure to bundle up.
