Authorities in Cocoa, Florida have made it official: with a 3-1 vote Tuesday evening, they've made it illegal to wear clothing that shows undies -- or more -- thanks to waistbands or belts drooping three inches below the waistline.  Local news reports police claim the measure will help curb crime: While a first offense is a 25-dollar fine, cops stopping people for sagging pants constitute a probable cause stop, allowing police officers to legitimately search them for contraband.  Critics claim the measure infringes on people's rights.
