President Barack Obama will deliver his "State Of The Union Adress" tonight, before a joint session of Congress and the American people. The speech will be televised at 9:00 p.m. I always try to watch the speech each year to see what the President has in mind for the year ahead, regardless who that president may be. Here's more.

By giving his speech tonight, the President is fulfilling a constitutional obligation. Here's how the State Of The Union Address came about, according to usatoday.com:

"When President Obama delivers his annual State of the Union address Tuesday to a joint session of Congress — as well as a global television and Internet audience— he'll be fulfilling a presidential duty defined in Article II, Section 3 of the U.S. Constitution, ratified in 1787-88:

"He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient."
