First of all, the 'Worst Places to Live' list is only for cities in New York State and not the entire U.S.  Second, the list was based on opinion and not facts.

The "10 Worst Places To Live In New York State" list comes from RoadSnacks.  The highest-ranking local city on in the list is Oneida at number 4.  They base it on the fact that the small city has high unemployment and a high crime rate.

Herkimer is the next area community that makes the top 10 worst places.  It ranks at number 8.  It's surprising to hear that the village, with under 8,000 residents, is one of the most dangerous in the state.  But the article says that those living in Herkimer have a 1-in-20 chance of being robbed.

The other area city on the list is ranked at number 9, and it's Utica.   No specific reasons are given other than the city ranks at number 13 for crime in the state, and income levels are low.  Keep in mind that this is in comparison to New York City and suburbs where you need to make nearly a million dollars a year to survive.

As far as the entire list goes, Richland, New York is ranked as the worst place to live here in New York State.  The city, with a population under 10,000, is located off I-81 north of Syracuse.  Other cities making the "worst" list include Niagara Falls, Elmira and Watertown.
